Position Overview

SLS is seeking a highly experienced Project Superintendent to support large-scale CBP border infrastructure Design-Build projects in the Southwestern US (Texas, New Mexico, and/or Arizona). This role is responsible for day-to-day field execution of complex, linear construction work including vertical barriers, waterborne barriers, patrol roads, access roads, and associated attributes, performed under a multi-phase, fast-track federal contract environment.

The Project Superintendent will have full responsibility for construction execution, including management of subcontractors and self-performed forces, coordination with the Design-Build team, and direct interface with CBP Contracting Officer Representatives (CORs) and other government stakeholders. The Superintendent will ensure all work is executed safely, in full compliance with contract requirements, on schedule, and within budget, while maintaining continuous construction operations across multiple work fronts.

This position reports directly to the Project Manager or Project Executive and is considered a Key Field Leadership role on the project.

Position Requirements

Minimum qualifications include:

  • Ten (10) or more years of experience as a Superintendent on heavy civil or infrastructure construction projects with values of $10 million or greater.
  • Demonstrated experience delivering federally funded construction projects, preferably for CBP, USACE, NAVFAC, or other DOD/DHS agencies.
  • Proven experience working on at least two (2) heavy civil Design-Build projects, including active coordination with design teams during construction.
  • Experience managing linear infrastructure projects such as barriers, roadways, pipelines, utilities, or similar corridor-based construction.
  • Strong understanding of federal construction documentation, reporting requirements, and government oversight expectations.

Essential Duties and Responsibilities

The Project Superintendent shall be responsible for, at a minimum, the following:

  • Serve as the on-site construction lead for CBP border barrier Design-Build work, reporting to the Project Manager or Project Executive.
  • Plan, coordinate, and direct all field construction activities across multiple, non-contiguous work segments in a linear project environment.
  • Execute work in accordance with approved contract plans, specifications, phasing requirements, and government-approved schedules.
  • Manage construction activities performed under partial and full Notices to Proceed (NTPs), ensuring proper sequencing and uninterrupted progress where required.
  • Coordinate closely with the design team to support constructability, resolve field conflicts, and implement design packages during active construction.
  • Lead and supervise subcontractors and self-perform crews, ensuring manpower, equipment, and materials are properly allocated across all active work fronts.
  • Maintain continuous coordination with CBP representatives, inspectors, and other government personnel to support transparency, compliance, and timely issue resolution.
  • Ensure strict compliance with federal safety requirements, including OSHA standards and project-specific safety plans, through direct coordination with the Safety Manager.
  • Ensure strict compliance with quality control requirements through coordination with the Quality Control Manager and enforcement of approved inspection and testing plans.
  • Oversee site logistics, access controls, staging areas, and equipment movement within security-restricted and environmentally sensitive areas.
  • Support compliance with environmental requirements, including SWPPP implementation, BMP adherence, and protection of environmentally cleared areas.
  • Provide accurate and timely daily, weekly, and monthly construction reports, documenting progress, manpower, equipment, issues, and government coordination.
  • Participate in and lead regular construction coordination meetings, including internal planning meetings and meetings with government stakeholders.
  • Enforce professional conduct, site discipline, and respectful engagement with all project participants.
  • Perform other duties as assigned by the Project Manager or Project Executive in support of contract execution.

CBP Project Environment

Candidates should understand that this position supports active border infrastructure construction, which includes:

  • Linear construction corridors extending dozens of miles
  • Remote and outdoor work conditions, including high heat and variable terrain
  • Work near rivers, waterways, and flood-prone areas
  • Security-controlled access, background checks, and badging requirements
  • Coordination with federal law enforcement and government agencies
  • Fast-track schedules with multiple concurrent phases and limited tolerance for delays
  • Continuous construction operations with minimal allowable downtime between phases

Additional Position Requirements

  • OSHA 30-Hour certification strongly desired.
  • EM 385-1-1 40-hour required.
  • Proficiency with Microsoft Office (Outlook, Word, Excel) and electronic reporting systems.
  • Ability to read, interpret, and enforce construction plans, specifications, schedules, and submittals.
  • Ability to communicate clearly and professionally with government representatives, subcontractors, and internal project leadership.
  • Ability to successfully pass federal background and security screening requirements.
  • Ability to work extended hours and travel within the project area as required by construction phasing.

Preferred Qualifications

  • Prior experience on CBP border wall, barrier, or patrol road projects.
  • Experience with waterborne or marine-adjacent construction.
  • Experience executing work under phased NTPs, fast-track schedules, or partial availability conditions.
  • Experience managing construction activities in environmentally sensitive or highly regulated areas.

  • Demonstrate strong command of federal construction expectations and documentation.

  • Lead crews effectively in a demanding, high-visibility federal construction environment.

Position Requirements:

  • Minimum 10+ years as Superintendent on civil infrastructure projects valued at $10M+ required.
  • 2-yr or 4-yr Degree in construction or engineering-related fields strongly desired.
  • Experience working on federal projects with DOD/USACE/NAVFAC is strongly desired.
  • 30-hour OSHA certification is strongly desired.
  • Proficiency with a computer and with MS Office products (Outlook, Word, Excel) is required.
  • Ability to speak, read, and write fluent English required.
  • Ability to successfully pass background/security check required.
