The
Web Developer II provides web design, development, implementation, and maintenance support for DOI/IA digital services, including Internet, Intranet, Wiki, social media, and web application environments. This role supports content management, user experience, reporting, testing, accessibility, and technical management of web platforms, with a strong focus on Drupal-based solutions. The position also supports project-based work involving website enhancement, content migration, integration, automation, testing, and continuous improvement.
Responsibilities - Plan, design, develop, test, implement, and manage Internet, Intranet, Wiki, social media, and web application activities.
- Develop new code and modify existing code to support DOI/IA web and digital services requirements.
- Support Drupal content management system implementation, migration, integration, customization, and ongoing maintenance.
- Implement custom content types, permissions, modules, and related Drupal functionality as directed.
- Support HTML5, CSS, JavaScript, PHP, Python, jQuery, and related web technologies in application and website development.
- Coordinate source control, class libraries, and project artifacts using approved tools and processes.
- Confer with end users and stakeholders to analyze requirements, identify issues, and document specifications.
- Perform testing, analyze results, correct defects, and support implementation of approved changes.
- Support web usability, site architecture, navigation, knowledge management, and information delivery practices.
- Help ensure websites and applications comply with WCAG, Section 508, accessibility, and related web standards.
- Support integration of web applications with data sources, reports, and backend systems.
- Assist with web content strategy, website enhancement, SEO-related improvements, and digital communications support.
- Provide input to technical documentation, user guides, workflows, training materials, and project reporting.
- Support project-based tasks involving website enhancement, CMS migration, integration, automation, testing, and operational improvement.
- Provide OIT with expertise and support to create and distribute content that achieves transparency and the delivery of mission-oriented information.
- Design, test, implement and maintain complex web applications using Oracle Application Express or other web-enabled technologies, including tasks such as data modeling, web, and PL/SQL programming, Phyton, implementing user authentication and authorization schemes with LDAP, ADFS, OAuth2, or SAML2 integration, requirements analysis, and documentation
- Collaborate with business lines to design, maintain, create new information and innovate; create and update information on the Internet and Intranet websites.

Qualifications - Associate's degree, or equivalent combination of education and experience.
- 3+ years of experience in web design and development.
- 3+ years of experience and proficiency in Drupal, HTML5, CSS2/3, JavaScript, PHP, Python, and jQuery.
- Ability to obtain Public Trust
Preferred Qualifications: - Acquia Drupal certifications are encouraged.
- Experience with Drupal module installation, permission management, and custom content type configuration.
- Experience supporting Agile Scrum, waterfall, or rapid application development methodologies.
- Experience integrating web applications with backend systems, reports, or databases.
- Experience working with application developers to integrate web applications and improve user experience.
- Familiarity with broadcast notifications, analytics, and digital communication strategy support.
- Knowledge of U.S. copyright laws and use of copyrighted digital content in public-facing environments.
- Relevant Drupal, web development, accessibility, or digital services certifications are preferred.
- Ability to obtain and maintain required government suitability or clearance, if applicable.
Knowledge, Skills and Abilities: - Working knowledge of Node.js, Git, Chrome, Jenkins, and SEO marketing techniques.
- Experience planning, designing, developing, testing, implementing, and managing websites and related web activities.
- Familiarity with implementing, migrating, and integrating content management systems, specifically Drupal.
- Knowledge of Internet security principles and protocols, usability concepts, site architecture, knowledge management, and information delivery systems.
- Experience using graphic design tools such as Adobe Photoshop, Adobe Illustrator, or Gimp.
- Familiarity with testing websites and applications for WCAG and Section 508 compliance.
- Knowledge of accessibility requirements, web-based accessibility technologies, and related legal or regulatory considerations.
- Ability to support project-based work, testing, documentation, and implementation activities.
- Knowledge of web design, development, testing, implementation, and maintenance practices.
- Knowledge of Drupal CMS, HTML5, CSS, JavaScript, PHP, Python, jQuery, and related web technologies.
- Knowledge of accessibility standards, WCAG, Section 508, usability, and site architecture principles.
- Knowledge of source control, CI/CD support tools, and web content management practices.
- Skill in developing, maintaining, and troubleshooting websites and web applications.
- Skill in preparing technical documentation, web content guidance, and project materials.
- Ability to manage multiple operational and project-based web tasks.
- Ability to communicate effectively with business users, technical teams, and management.
- Experience using common graphic design tools including Adobe Photoshop Adobe Illustrator and Gimp.
- Knowledge of standards of user experience design and experience working with application developers to integrate web applications a plus.
- Must be familiar with testing and ensuring applications and websites adhere to Web Content Accessibility Guidelines (WCAG) and Section 508 compliance.
- Knowledge of current Web-based application and accessibility technologies, U.S. copyright laws, accessibility factors including those specified in Section 508 of the Rehabilitation Act of 1973 (as amended in 1998) to advise on the appropriate use of copyrighted material and ensure compliance with the Americans with Disabilities Act.
