Accounting Assistant for a prominent public agency in the Tulare County area. Under the direction of the Controller, you will perform technical and complex accounting duties, maintain fiscal systems, and ensure the integrity of financial reporting across various community-focused programs. This role is ideal for a professional who thrives on a mix of high-level analysis and essential clerical support.
Essential Duties & Responsibilities - System Management: Plan and coordinate the operations of the general accounting department; manage accounts payable, accounts receivable, and payroll.
- Financial Analysis: Analyze project-based receipts and disbursements, reconcile bank statements, and manage security deposits.
- Reporting: Prepare operating statements, balance sheets, and detailed budget control reports for program funds.
- Policy & Training: Train personnel in accounting theory, recommend new fiscal policies, and ensure compliance with state and federal regulations.
- HR Support: Assist with new employee orientations and manage enrollments for health, dental, vision, and life insurance plans.
- Operations: Maintain general and special ledgers and oversee the accurate distribution of income and expenditures across various funds.
Required Qualifications - Education: Graduation from an accredited college or university with a major in Accounting, Business Administration, or a related field (must include at least 15 semester hours of college credit in accounting).
- Equivalent Experience: A combination of education, training, and experience that demonstrates possession of requisite knowledge may be substituted for the college education.
- Experience: 5 years of increasingly responsible accounting and/or auditing experience.
- Licensing: Possession of a valid California driver's license by the time of appointment is required.
- Technical Skills: Proficiency in MS Office software and automated accounting systems; strong analytical problem-solving abilities.
Knowledge, Skills, and Abilities - Expertise: Deep understanding of accounting principles, concepts, terminology, and system design/installation.
- Compliance: Ability to interpret and apply complex state and federal regulations.
- Mathematical Proficiency: Competence in intermediate math, including fractions, percentages, decimals, and statistics.
- Soft Skills: Ability to work under pressure, meet strict deadlines, and maintain cooperative relations with staff and the general public.
- Physical Requirements: Manual dexterity for office equipment; ability to bend, reach, and lift at least 20 lbs of records; ability to operate a motor vehicle.
